公司简介

  哈尔滨安博威飞机工业有限公司是巴西航空工业公司(EMBRAER)与中国航空第二集团公司所属的哈尔滨航空工业(集团)有限责任公司和哈飞航空工业股份有限公司合资组建,注册资本为2500万美元,巴中双方分别占注册资本的51%和49%。合资公司采用巴西航空工业公司的先进技术和管理经验,组装生产ERJ145系列涡扇支线客机,向国内和部分国际市场销售,并提供全方位的技术支援和售后服务。生产能力为年产24架,合同期15年。巴航以专用工装、设备、工具、零备件库存和部分现金的形式投入,占注册资本的51%;中方以总装厂房、喷漆厂房、办公室、工装设备和部分现金的形式投入,占注册资本的49%。中方还有偿为合资公司提供试飞、交付使用的相关设施。

  这是中国第一次以合资形式与国外先进民用飞机制造企业进行整机合作,这一合作于2002年12月在北京人民大会堂签约,2003年1月正式挂牌投产,并于当年12月16日实现第一架ERJ145飞机下线、首飞。

  哈尔滨安博威采用巴西航空工业公司先进的管理模式,精益化的管理方式和人性化的管理理念,使公司以较快的速度得到发展。在飞机的制造过程中,ERJ145飞机生产是以工位为工艺界面划分基础的,而不同于其它航空产品生产以系统为工艺界面基础的做法。为确保在中国本土生产的ER145支线机在装配技术、质量保证和售后服务上与巴西航空工业公司实现无缝隙平稳过渡,安博威首先制定了全面、系统的培训计划,即所有技术人员、操作工人和管理人员在中国接受2个月的理论培训后,赴巴西航空工业公司总部接受2个月的岗位培训;其次,在合资生产初期,巴西航空工业公司派遣经验丰富的专业人员进行现场指导和技术支援;在生产组织、技术管理、质量控制上完全按照巴西航空工业公司成熟的规则进行。经过短短两年多的时间,中国工人的装配技术水平得到迅速提升,在2005年实现了飞机装配的本土化。从2003年下半年装配第一架ERJ145支线客机到2005年底交付第五架机需要巴航技术工人参与装配的平均人数从54.6人已经减少到4人,97%的装配工作都是由中国工人独立完成的。

  2006年5月3日,哈尔滨安博威飞机工业有限公司获得了AS9100B证书,并且做为国际航空质量组织(IAQG)官方批准入围的公司,被列入该组织的网络航空供应信息系统(OASIS)。哈尔滨安博威飞机工业有限公司是亚洲首家通过美国NQA公司认证的商用飞机制造商。

  截止到2007年6月31日,哈尔滨安博威按合同交付进度向中国南方航空公司交付了6架ERJ145飞机,向中国东方航空江苏有限公司交付完毕5架ERJ145飞机,另向中国东方航空武汉有限责任公司交付了5架飞机销售合同中的3架,其余2架将在2007年10月以前交付完毕。已交付飞机的签派率达到100%,航班正点率达到99.9%以上。2006年8月,巴西航空工业公司获得了海南航空集团定购的50架ERJ145飞机以及50架E190飞机。其中ERJ145飞机将由哈尔滨安博威飞机工业有限公司自2007年9月开始交付;另50架E 190飞机将由巴西航空工业公司总部交付。

  哈尔滨安博威飞机工业有限公司的成立是中国航空工业按国家“十年发展纲要”和“十五”计划而做出的重大举措,被誉为“南南合作”的典范,是中国和巴西在航空高科技合作的里程碑,也是国家振兴东北老工业基地的重大战略项目。在中国本土生产的ERJ145支线客机,将为中国航空运输的均衡发展提供支持,并满足中国百姓对安全、舒适、快捷的支线飞行服务的需求。

  1. Introduction to Harbin Embraer Aircraft Industry Co., Ltd.

Harbin Embraer Aircraft Industry Co., Ltd. (HEAI) is a joint venture between Embraer and Harbin Aviation Industry (Group) Co., Ltd. and Hafei Aviation Industry Co., Ltd., subsidiaries of AVIC II. With a registered capital of 25 million US dollars, Brazilian and Chinese parties hold shares of 51% and 49% respectively. It is the first time that China collaborates by a pattern of joint venture with an advanced foreign civil aircraft manufacturer to assemble ERJ 145 turbofan regional aircraft. The contract of the cooperation was signed in the Great Hall of the People in Beijing in December 2002. Then, January 2003 saw the establishment of the joint venture. Within a year, the first ERJ145 manufactured by the joint venture was rolled out and successfully fulfilled its maiden flight on December 16th.

That the advanced pattern and the philosophy of management of Embraer are applied in Harbin Embraer enables the company to grow rapidly. In the process of manufacturing, the production of ERJ145 aircraft is perFORMed on the basis of dividing process interfaces by workstation, instead of by system on which other aviation products are perFORMed. To ensure a stable and seamless transition from the ERJ145 made by Embraer to that made in China in regard to assembly technology, quality assurance and customer support, a complete and systematic training plan was established which included a two-months theoretical training to all technician, operators and management personnel in China followed by a two-month on-job-training in Embraer’s headquarters. In addition, at the initial stage of the joint venture, in order to ensure the production management, technical management and quality control are deployed strictly in accordance with the well-established regulations of Embraer who also sent experienced engineers and specialists to execute on-site supervision and technical support. Within two years since the establishment of the joint venture, the assembly skills of Chinese operators have seen a rapid progress. The localization of assembly has been achieved in 2005. The number of an average of 54.6 Brazilian operators engaged in assembly of the first ERJ145 regional jet in the second half of the year in 2003 has decreased to only 4 when the fifth aircraft was delivered at the end of 2004 with Chinese operators completed 97% assembly activities independently.

On 3rd May 2006HEAI obtained AS9100B Certificate and was included into Online Aerospace Supplier InFORMation System (OASIS) as an official approved company by the International Aerospace Quality Group (IAQG). Moreover, it is the first commercial aircraft manufacturer in Asia that is accredited by NQA in the US. Until 31st June 2007, HEAI has completed the delivery of 6 ERJ 145 ordered by China Southern Airlines, 5 by China Eastern Airlines Jiangsu Company. It has also delivered 3 aircraft of the five aircraft ordered by China Eastern Airlines Wuhan Company. The rest of the aircraft is expected to be delivered by the end of 2007. All the delivered aircraft have achieved 100% dispatch rate and 99% on-schedule rate. In August 2006, Embraer obtained an order from Hainan Airlines Group of 50 ERJ 145, which will be delivered by HEAI from September 2007, and 50 EMBRAER 190, which will be delivered by the headquarters of Embraer.

The establishment of HEAI is a significant measure of China aviation industry in the light of the Ten-Year Development Outline and the Tenth Five-Year Plan instituted by the Chinese government. Being reputed as an successful model of the “South- South Cooperation”, the foundation of HEAI is a millstone of the collaboration of China and Brazil in high-tech aviation industry, as well as a significant strategic project of China for the development of the industrial areas in Northeast China. The localization of the manufacturing of ERJ 145 in China doubtlessly will contribute to the balanced development of China aviation transportation industry and satisfy the demand of the general public on the safety, comfortability and agility of regional aviation service.

合作生产的ERJ145飞机

  ERJ145飞机巴西航空工业公司在1996年投放市场的50座级最新一代涡扇支线飞机,采用当代先进的涡轮风扇发动机和集成化航空电子设备,其安全性、舒适性和各项性能指标不亚于大型干线飞机。目前该系列飞机全球销售量已超过700架,美国和欧洲发达国家是其最大的用户。国内的四川航空公司购置了5架,运营情况良好。

  中巴双方将合作基础建立在“共同投资,共担风险,共同发展”的前提下,并制订“三步走”战略。即:第一步,双方在中国共同出资建立合资公司,总装生产ERJ145系列飞机。第二步,逐步扩大ERJ145系列飞机零部件的国产化率,进入巴西航空工业公司合格结构供应商体系,将生产的部件返销巴西。第三步,在稳步实现前两步合作的基础上,共同研制新型支线客机。

  同时,中巴两国适航机构也积极合作,建设性达成协议,为ERJ145进入市场铺平道路。即第一阶段,在哈尔滨安博威的ERJ145喷气式支线客机生产线,由巴西适航当局进行适航控制,包括质量保障体系的建立、质量手册的编写以及生产过程监控,为整机颁发出口适航证,并由中国民航CAAC颁发单机适航证(AC)。第二阶段,在哈尔滨安博威生产的ERJ145喷气式支线客机,将由中国适航当局进行适航管理,包括质量体系和质量手册定期审核、生产过程全面监控,并由中国民航颁发生产许可证(PC)。

  中巴合作生产ERJ145支线客机项目受到中巴两国政府的亲切关怀和社会各界的大力支持,2003年8月,中国国务院总理温家宝和巴西驻华大使先后到合资公司视察,将该项目誉为南-南合作的典范。
